One of the lessons of the Soviet Union is that when you give away something for free (or an artificially low price), there will never be enough supply, which leads to rationing, and corruption.
Handing out candy to children and bribes to local leaders may pacify them for a bit, but it isn't addressing the "root cause" of the problems with the country. | artstone
