If I were Emperor of the United States, I would have sent Billy Graham to Iraq, stopped handing out Saddam's socialist government food rations, and installed electric meters for anyone who wanted electricity in Baghdad. One of the lessons of the Soviet Union is that when you give away something for free (or an artificially low price), there will never be enough supply, which leads to rationing, and corruption. Handing out candy to children and bribes to local leaders may pacify them for a bit, but it isn't addressing the "root cause" of the problems with the country.
