Who owns the water flowing in a river?
God
The Interior Deaprtment
The States through which the river flows, unless it crosses an international boundary
It's up to God to say
Whoever can pump it out first
Native American tribes do
Regional water planning authorities
Nobody
The person who owns the land where the rain fell
It's a collective resource that we all own.
