Should Indian tribes pay Federal and State excise tax on tobacco sold on reservations?

By reservation, you mean Casino, right?
They shouldn't be allowed to sell anything to non-tribe buyers
Nobody should have to pay that tax

Only if they grow the tobacco on Indian land and make the cigarettes
