Assume you own a bottling company. You hear the Democrats in Congress want to pass a new $10 billion a year "Water Tax" on companies like yours that use water from municipal water systems that received federal money to build.

Which of these options do you think is the most reasonable?

Save up the winter snow and melt it later
Blame the problem on farmers using water
Of course, the tax is needed to warn of the dangers of second hand water.
