If Rights come from God, not the government - and the 2nd amendment declares that the People have a right to keep and bear arms - do non-citizens have the right to own and carry a gun in public within the United States?

The Rights in the 10 amendements are not inalienable rights
The 'United States' is the 10 square miles of D.C.
Yes, and Americans are allowed to carry guns into Canada, too

Yes, and in their own country, too - the right comes from God

Yes they do, as long as they aren't convicted felons or mentally ill
