Where should it be illegal for children to ride a foot powered SCOOTER?

In parks
On sidewalks
In the street
On all private property
On my private property
Everywhere if you're under 18
There is no reason for anyone to ever ride a Scooter
Scooters are about freedom
Anywhere a sign says "no" skateboards
On the freeways and toll roads.
It should be illegal without a helmet and kneepads
In nursing homes.
On private property w/o permission.
It's not the Governments job to control your kids
