You visit with your new neighbors, and you notice that they are smoking cigarettes in the same room as their 3 month old baby

What do you do about this?

Call Child Protective Services
Don't say anything unless they are on Welfare since their sick baby costs me $$$
Kidnap their baby to keep it safe
Set up 24/7 surveillance on them.
