Your town has two traffic lights, but more people have moved to town.

What should the Federal Government do about this?

Build a bike path
Require traffic lights be turned off for 10 min every hour to conserve energy.
Conduct a census
My town has more traffic lights than yours - haha!
Keep the feds out of my town
Provide money to do a feasibility study
Require regional planning to keep people from building new houses
Order an environmental impact study
Set up a birth control program at the public school
Shut down the local employer to stop population change
Unfund a mandate to build 1 light per household, using union-only labor.
Pay for a new stop light.
Those were only illegals, move along.
Require the city to build section 8 housing
Nothing.
